Be at the forefront of advancing Pro-Equity Anti-Racism using Geographic Information Systems. You will build, implement, and manage the ArcGIS and ArcGIS Hub systems.

Responsibilities

  • Build and implement ArcGIS Hub services engaging the community, providing training to increase transparency and feedback, and addressing the challenges of accessible participation, governance, and resource sharing.
  • Partner with subject matter experts to provide guidance, consultation, and training on GIS software development, methodologies, and best practices to ensure products and processes are equitable statewide.
  • Develop, implement, document, and continuously improve quality standards, processes, and procedures to maintain the integrity of equity related GIS applications and databases.
  • Create and maintain a stable and scalable GIS architecture and application environment that supports public facing GIS applications and geospatial data statewide and assess the impact of new requirements.
  • Lead the implementation, maintenance, and support of GIS application environments and enhancements determining the scope, strategy, and architecture and developing programming standards, guidelines, and best practices.
  • Conduct business and systems analysis to design, develop, document, test, deploy, and support critical business functions and custom EQUITY GIS applications supporting the statewide operationalization of EQUITY for Washington.
  • Manage projects serving as technical expert in developing and analyzing complex spatial database and dataset structures, transformation, configurations, and optimization of integration, versioning, security, and archiving.
  • Oversee the installation, configuration, testing, and troubleshooting of complex ESRI GIS software components providing expert level consultation and guidance to diagnose problems and recommend solutions.
  • Lead the design, development, and implementation of enhancements to increase functionality evaluating requests, analyzing alternatives, and recommending effective approaches and solutions.

Skillset

  • Experience designing, developing, and deploying Geographic Information Systems applications with an emphasis on data management, data visualization, web GIS, and customer engagement.
  • Experience analyzing geospatial data in ArcGIS Pro, ArcGIS Desktop, or a comparable suite of GIS products to create custom cartographic products, spatial and data visualizations, and web/application displays to convey technical information to non-technical users.
  • Experience analyzing quantitative and qualitative data, including developing and testing hypotheses, identifying patterns and trends, and drawing conclusions.
  • Experience applying a results-based leadership or results-based accountability framework.
  • Experience with organizational and project management including the ability to manage several projects successfully while also managing day-to-day priorities.
  • Experience with guiding change and adoption within organizations, leading to the adoption of new tools and/processes and building habits to sustained use.
  • Knowledge and fundamental understanding of the historical context underlying current challenges facing communities of color, people with disabilities, immigrant communities, lesbian, gay, bisexual, transgender, queer (LGBTQ) communities, as well as low and moderate-income families.
  • Ability to discuss issues and topics of racial and social justice including racism and anti-Black racism, engage in challenging conversations with courage, and handle resistance and difficult conversations in a direct, clear, and respectful manner.
  • Ability to commit to a culture of belonging where everyone feels seen, heard, understood, valued, and safe to bring their whole and authentic self to their work.
    Ability to navigate challenging, evolving, and ambiguous situations.
