Luis Gabriel Moreno Sandoval is an Assistant Professor in the Department of Systems Engineering at the Pontificia Universidad Javeriana in Bogotá, Colombia. His research focuses on Natural Language Processing (NLP), information retrieval, and the application of artificial intelligence to social impact domains such as human rights, historical memory, and public decision-making.

He has worked extensively on the computational analysis of large-scale documentary collections related to transitional justice and conflict studies. His recent work includes the development of Retrieval-Augmented Generation (RAG) systems and culturally contextualized question-answering models designed to facilitate access to the archives of the Colombian Truth Commission. These systems aim to support researchers, policymakers, and civil society organizations in exploring complex historical narratives and testimonies through advanced AI technologies.

Dr. Moreno Sandoval has participated in several international research initiatives and collaborations, including projects supported by the Notre Dame–IBM Technology Ethics Lab. His work bridges artificial intelligence, data governance, and ethical technology use in contexts where data-driven approaches can contribute to social understanding, institutional strengthening, and public memory.
