Overview
This resource is the first global standard on the ethics of artificial intelligence, adopted by all 193 UNESCO member states in November 2021. At its core, it holds that AI must respect human rights and human dignity, and it is built on four core values—advancing human rights and dignity, fostering just and interconnected societies, ensuring diversity and inclusiveness, and supporting the flourishing of the environment—together with 10 principles that include proportionality and doing no harm, privacy and data protection, transparency and explainability, human oversight, sustainability, and fairness and non-discrimination. Beyond values and principles, the recommendation translates its framework into concrete policy actions spanning areas from gender to data governance to international cooperation, giving governments and organizations a practical basis for developing and governing AI responsibly. It offers social impact organizations a shared, internationally recognized foundation for thinking through the ethical stakes of the tools they build and use.
