George Kibala Bauer is the Senior Digital Specialist at the World Bank. Previously, he spent more than seven years at GSMA as Director of the Digital Utilities program, supporting urban resilience in low- and middle-income countries by enabling access to essential utility services through digital solutions. In that role, he developed and managed strategic partnerships, conducted research on basic service provision in the context of rapid urbanization, and represented the program at external events. Before GSMA, George gained experience in economic research, development finance, consulting, and government affairs. He holds an MSc in International Economic Policy from Sciences Po Paris and a BA in Economics from McGill University, as well as certificates in infrastructure finance, impact evaluation, and urban planning.
